Task Force for Homeland Security Dr. Peter Vincent Pry is Executive Director of the Task Force on National and Homeland Security, a congressional advisory board dedicated to achieving protection of the United States from electromagnetic pulse (EMP) and other threats on an accelerated basis. Dr. Pry also is Director of the United States Nuclear Strategy Forum, an advisory body to Congress on policies to counter Weapons of Mass Destruction. Dr. Pry has served on the staffs of the Congressional Commission on the Strategic Posture of the United States (2008-2009); ); the Commission on the New Strategic Posture of the United States (2006-2008); the Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP) Attack (2001-2008); as Professional Staff on the House Armed Services Committee of the U.S. Congress, with portfolios in nuclear strategy, WMD, Russia, China, NATO, the Middle East, intelligence, and terrorism (1995-2001); as an Intelligence Officer with the Central Intelligence Agency responsible for analyzing Soviet and Russian nuclear strategy and operational plans, including EMP threats (1985-1995); and as a Verification Analyst at the U.S. Arms Control and Disarmament Agency responsible for assessing Soviet compliance with nuclear and strategic forces arms control treaties (1984-1985). Dr. Pry played a key role: running hearings in Congress that warned terrorists and rogue states could pose an EMP threat, establishing the Congressional EMP Commission, helping the Commission develop plans to protect the United States from EMP, and working closely with senior scientists who first discovered the nuclear EMP phenomenon. Yet they hypocritically ignore Moscow’s threats against the U.S. by a new generation of nuclear super-weapons. They even oppose President Trump’s modernization of U.S. nuclear and conventional forces to deter Russia! My report "Poseidon: Russia’s New Doomsday Machine" (Amazon.com) describes one of Russia’s new super-weapons that could drown U.S. coastal cities in a radioactive tsunami, destroy U.S. aircraft carriers and submarines, and make an electromagnetic pulse (EMP) attack — thus winning World War III. But Democrats care about none of this. So President Trump and congressional Republicans are on their own to protect America from unprecedented Russian nuclear threats: President Trump should sign the draft executive order submitted to President Obama by the Congressional EMP Commission, but ignored for eight years. The EMP Commission’s long-neglected recommendations to protect the electric power grid and other life-sustaining critical infrastructures should be implemented on a crash emergency basis. EMP protecting electric grids and other critical infrastructures could be quickly accomplished as part of President Trump’s plan for critical infrastructure modernization. The national electric grid could be EMP hardened in a few years for about $2 billion. Much could be accomplished in 6 months. Revive President Reagan’s Strategic Defense Initiative (SDI) and deploy on an emergency basis Brilliant Pebbles space-based defenses that can intercept hundreds of missiles during boost-phase, midcourse, and re-entry phase. President Clinton canceled SDI and Brilliant Pebbles for ideological reasons to preserve the principle of Mutual Assured Destruction (MAD). Ambassador Henry Cooper, former Director of the Strategic Defense Initiative, estimates Brilliant Pebbles, if given high priority, could be deployed during President Trump’s second term. Cost — $10-20 billion. SDI’s Brilliant Pebbles— combined with EMP protection of U.S. critical infrastructures— could render nuclear missiles obsolete, work a revolution in military technology shifting advantage from offense to defense, thereby stabilizing the strategic balance and replacing MAD with a new principle—call it Strategic Assured National Existence (SANE). Killing nuclear missiles instead of enemy populations, defending the American people from nuclear EMP and other effects instead of avenging our dead, is more consistent with the Judeo-Christian values of Western Civilization. Strategically and politically SANE is a more credible and practical solution than MAD to the challenge of doomsday machines like: Poseidon. Nonetheless, as long as nuclear missiles and bombers exist, the U.S. must continue to modernize strategic offensive nuclear forces to deter and defeat all possible adversaries. U.S. modernization should include new advanced generation nuclear weapons—including Super-EMP nuclear weapons. The $700 billion dollar price tag for modernizing MAD should not leave the U.S. technologically inferior to Russia in any category of nuclear offensive capabilities. Existential threats by nuclear weapons to civilization demands redundant and mutually-reinforcing levels of preparedness to:
Strangely, those who would “poke the bear” over issues merely tangential to U.S. interests are silently complacent about existential threats to America — like EMP attack and Poseidon. Dr. Henry Kissinger, in "How The Enlightenment Ends" (Atlantic, June 2018), warns civilization may be threatened by failure of governments to comprehend the potential dangers of Artificial Intelligence (AI), over-eager to exploit AI for defense, "Science fiction has imagined scenarios of AI turning on its creators. More likely is the danger that AI will misinterpret human instructions . . . " Almost before the ink from Kissinger’s pen is dry, Moscow is testing its POSEIDON robot to deliver a 100-megaton bomb. The combination of nuclear super-weapons and Artificial Intelligence is an unprecedented new threat that eclipses the invention of the atomic bomb — and that perhaps will end not only the Enlightenment, but mankind. President Trump and the U.S. Navy can veto Russia’s planned Poseidon.escalation of Mutual Assured Destruction. We can and should veto MAD itself with SANE. Saying "No" to Moscow—and if necessary sinking Poseidon — could be the beginning of the end of the new Cold War. Russia respects strength. Weakness invites Russian aggression. America and Russia are no longer irreconcilable ideological adversaries. But we are in a new Cold War against Russia-China-North Korea-Iran. Deterring and reconciling Russia would split the new Axis and win the new Cold War. While China may be the greater threat in the long run — Moscow’s opportunity to be a nuclear Napoleon is now. In sum, the U.S. should quickly EMP harden critical infrastructures, deploy space-based missile defenses, modernize strategic forces including new generation nuclear weapons, and sink Poseidon. if deployed to autonomously patrol the oceans as an artificially intelligent doomsday machine. These acts of strength are necessary preconditions for a New Détente and real strategic partnership with Russia, as should have resulted from the end of the old Cold War. Former Director of the Strategic Defense Initiative Organization2010 Ronald Reagan Award Winner Ambassador Henry F. (Hank) Cooper is Chairman of the Board of High Frontier, a non-profit, non-partisan educational corporation, formed to examine the potential for defending America against missile attack. Founded by General Daniel O. Graham in the early 1980's, High Frontier played a key role in developing the framework for President Ronald Reagan's Strategic Defense Initiative (SDI). Under Ambassador Cooper's direction, High Frontier continues to inform the nation of the growing threat of ballistic missiles and of the need for a workable missile defense. Ambassador Cooper has had a long and distinguished career in service to his country. He was Director of the Strategic Defense Initiative Organization (SDIO) during the Bush administration. Prior to becoming SDIO's first civilian director, he conducted a major independent review of the SDI program and related policy issues for Defense Secretary Dick Cheney, the results of which were instrumental in reversing the SDI funding cuts Congress had mandated in the preceding several years. Previously, he was President Reagan's Chief Negotiator at the Geneva Defense and Space Talks, successfully defending SDI in these negotiations with the now defunct Soviet Union. Ambassador Cooper also led the development of President Reagan's space arms control policy while serving as Assistant Director of the Arms Control and Disarmament Agency, and as Deputy Assistant Secretary of the Air Force earlier in the Reagan Administration, he helped institute the 1981 Strategic Modernization Program. Much earlier in his career, he was Scientific Advisor at the Air Force Weapons Laboratory, now Phillips Laboratory, in Albuquerque, New Mexico. He is also Chairman of Applied Research Associates, Senior Associate of the National Institute for Public Policy, and Visiting Fellow at the Heritage Foundation. Previously in the private sector, he was Senior Vice President of Jaycor, Deputy Director of the Nuclear Weapons Effects Division at R&D Associates, member of the technical staff at Bell Laboratories, and an instructor at Clemson University. Author of over 100 technical and policy publications, Ambassador Cooper holds a Ph.D. from New York University in mechanical engineering, and BS and MS degrees from Clemson University, also in mechanical engineering. He and his wife Bobbye, have two daughters, Laura and Cynthia, a son, Scott, and eight grandchildren. As a respected engineer, program manager, and negotiator who understands technology and its policy ramifications, and brings both technical and political expertise to High Frontier. Imagine an America in a permanent blackout, without electric power, without communications, without mass transportation, without banking and finance, without food and water. Imagine the machinery of modern civilization stopped--in an instant. Imagine the high-tech EMP threat killing millions of people the old fashioned way, through chaos, starvation, disease, and societal collapse. Sound impossible? The EMP threat is as real as the nuclear weapons programs of Iran, North Korea, China and Russia. More fantastic still, imagine that Mother Nature can make an EMP that would collapse the machinery of modern civilization everywhere on planet Earth. Imagine that the Sun can make something like an electrical hurricane in space--that we shall call a great geomagnetic storm--that would destroy electronic systems and collapse critical infrastructures everywhere. Imagine that our modern electrified societies are now overdue to experience a natural EMP catastrophe. Incredible? It is all true, and as real as the Sun. Most fantastic of all, imagine that the technology to protect civilization against the nuclear and natural EMP threat is well understood and has been at hand for decades. Imagine that preparedness of the United States to survive and recover from EMP would also mitigate the effects of all other hazards, including cyber attacks, sabotage, hurricanes and earthquakes. Imagine that the cost of protecting the national electric grid from EMP is well within the nation's means and resources. Imagine that saving our power grid and thus the lives of 200 million Americans, who would perish in an EMP event today, at the cost of about a dollar per life. Now imagine that in the U.S. Congress, Democrats and Republicans alike have been trying to protect the United States from EMP for years. Imagine that this bipartisan, unanimous effort to protect Americans from EMP has been thwarted by lawyers in the government bureaucracies and the electric power industry. A paranoid fantasy? It is all true, as real as Washington bureaucrats and K Street lobbyists. This book tells well the story of the EMP threat and of the struggle to protect our nation from this little known, but most perilous and most imminent of all national security nightmares. However, the greatest value of this book is a bold new vision for a way to rapidly protect America from EMP. Every century or so a seminal book, such as Carl von Clausewitz's "On War" or Alfred Thayer Mahan's "Sea Power" revolutionizes the way people think about national security. This could be another such book--if only it is read. But beyond improved national security, this book's prescriptions hold the promise of an improved America, where national preparedness necessitates renewing in our citizens the fading virtues of self-sufficiency and rugged individualism that made America great, and free.
